Proposed transport-related rezonings on Bellara Drive, Eastfield Road, Lincoln Road, parts of EastLink and Ringwood Bypass will not proceed as part of planning scheme amendment C155MARO after Maroondah City Council abandoned Part 1 of the amendment.

Council split C155MARO into two parts after considering submissions. It abandoned Part 1 and amended and adopted Part 2, described in the resolution as the remainder of the amendment.

Part 1 included proposed rezonings of Bellara Drive from General Residential Zone to Transport Zone 3, and sections of Eastfield Road and Lincoln Road from Commercial 1, General Residential and Neighbourhood Residential zones to Transport Zone 3.

It also covered parts of EastLink and Ringwood Bypass proposed to move from Urban Floodway Zone to Transport Zone 2. The part included proposed changes at 270-274 Maroondah Highway, Ringwood, and part of 5 Mt Dandenong Road, Ringwood, from Transport Zone 2 to Housing Choice and Transport Zone.

Council endorsed the officer response to issues raised in submissions and amended Part 2 under the resolution. It then adopted Part 2 as amended and resolved to submit it, with the prescribed information, to the Minister for Planning under the Planning and Environment Act 1987.

Council also resolved to notify the minister that Part 1 had been abandoned and provide copies of submissions and other required material under section 28(1) of the Act.

All submitters are to be advised of council’s resolution.

The amendment does not approve a particular development. It sets the next statutory steps for the parts of C155MARO that will proceed and changes the proposed planning controls applying to the listed roads and sites.

The council’s action follows the exhibition of C155MARO and its consideration of submissions. The adopted Part 2 will now be submitted to the Minister for Planning, while Part 1 will be abandoned through the required statutory process.
