Kogarah flat-building additions approved with nine-apartment affordable-housing condition
Approval for 1-7 Bowns Road requires plans for gas, water, fire-hydrant and sprinkler-booster enclosures before construction above ground-slab level.
A residential flat-building project at 1-7 Bowns Road, Kogarah, has been unanimously approved, with nine apartments required to remain affordable housing for at least 15 years and new plans required before above-ground works reach the construction-certificate stage.
The Georges River Local Planning Panel granted development consent to DA2025/0589 for alterations and additions to the building on Lot 22 DP 2013. The consent is subject to the recommended conditions, amended to include condition 41A.
That condition requires the certifying authority to receive plans showing how gas meters, water meters, fire hydrants, sprinkler booster valves and similar services will be enclosed. The enclosures must complement the building and comply with provisions EP1.3 and EP1.4 of the Building Code of Australia.
The plans must be provided before a construction certificate is issued for works above ground-slab level. The stated reason for the condition is to ensure essential services are appropriately screened.
The panel also amended conditions concerning the relationship between DA2025/0589 and earlier consent DA2018/0074. For the modification to take effect, the applicant must give the consent authority written notice of the change before a construction certificate is issued for DA2025/0589.
A separate amended condition requires an affordable-housing component. Apartments G01, G03, G04, G05, G06, G07, G08, G09 and G10 must be used for affordable housing and managed by a registered community housing provider for at least 15 years from the day an occupation certificate is issued.
Before an occupation certificate is issued, a restriction must be registered against the property title, evidence of an agreement with a registered community housing provider must be given to the Registrar of Community Housing, and evidence that those requirements have been met must be given to the consent authority.
