Allawah mixed-use proposal refused as panel backs Kogarah, Oatley changes

The Georges River panel refused an Allawah application over planning and affordable-housing failures, approved Kogarah additions with extra fire-services requirements and backed an Oatley height variation.

The Georges River Local Planning Panel has blocked a mixed-use development at 2-2A Lancelot Street, Allawah, while approving additions at 1-7 Bowns Road, Kogarah, and supporting a building-height variation for 30 Annette Street, Oatley.

The Allawah refusal was unanimous. Development Application DA2026/0046 covered alterations and additions to the existing mixed-use development. The panel found the proposal failed to meet affordable-housing requirements for additional floor space and building height under the State Environmental Planning Policy (Housing) 2021.

The panel also cited problems with car parking, apartment design, building height, floor space ratio, design excellence, waste management and business-precinct controls under the Georges River Local Environmental Plan 2021 and Georges River Development Control Plan 2021. It found the site unsuitable and the proposal not in the public interest.

At 1-7 Bowns Road, Kogarah, the panel unanimously approved DA2025/0589 for alterations and additions to a residential flat building. The approval includes an additional condition requiring plans for services and a fire-hydrant enclosure before a construction certificate is issued for work above ground-slab level.

The plans must show gas and water meters, fire hydrant and sprinkler booster valves and similar services enclosed in a way that complements the building and meets the relevant Building Code of Australia requirements.

The approval also requires nine apartments, identified as G01 and G03 through G10, to be used as affordable housing and managed by a registered community housing provider for at least 15 years from the date an occupation certificate is issued.

At 30 Annette Street, Oatley, the panel unanimously supported a Clause 4.6 request to vary the building-height standard in the Georges River Local Environmental Plan 2021. It found the request justified and in the public interest, and recorded that the proposal would have no adverse environmental impacts and satisfied the relevant zone objectives.

The panel inspected all three sites and nearby localities before determining the applications. The recorded Oatley decision supports the height variation but does not clearly state the final determination of the associated development application.
