Allawah mixed-use project refused over affordable-housing failures

The unanimous refusal of DA2026/0046 blocks the project in its submitted form after the panel cited failures under the Housing SEPP, parking rules and design controls.

Georges River’s planning panel has unanimously refused a mixed-use redevelopment at 2-2A Lancelot Street, Allawah, after finding it failed affordable-housing requirements tied to extra floor space ratio and building height.

The refusal of Development Application DA2026/0046 prevents the alterations and additions to the existing mixed-use development on Part Lot 100 DP 1063470 from proceeding in its submitted form. The panel acted under section 4.16(1)(b) of the Environmental Planning and Assessment Act 1979.

The application failed to satisfy sections 16 and 18 of the State Environmental Planning Policy (Housing) 2021. The panel said those provisions required affordable-housing arrangements for the proposed additional floor space ratio and building height.

The panel also found the application failed the Housing SEPP’s car-parking requirements and did not meet multiple parts of the Apartment Design Guide. The shortcomings covered the public-domain interface, communal and public open space, deep soil, visual privacy, pedestrian access and entries, bicycle and car parking, solar and daylight access, natural ventilation, private open space and balconies, apartment mix, facades, landscape design and mixed-use development.

Other reasons included failures against the E1 Local Centre zone objectives and Georges River Local Environmental Plan 2021 controls for building height, floor space ratio, non-residential exceptions to floor space ratio and design excellence.

The panel said the applicant had not provided enough information for a proper and thorough assessment of the proposal’s impacts and the site’s suitability. It found the site unsuitable for the development and the proposal not in the public interest.

Five submitters addressed the panel: Carolyn Cutler, Peter Shams, Ramisa Fayez, Necky Harris and Tiffany Bailey. The panel inspected the site and nearby locality before determining the application.

The applicant does not have approval to proceed with the submitted design. A future application for 2-2A Lancelot Street would need to address the affordable-housing, parking, design, local-planning and information concerns identified in the refusal.
