Lisarow rezoning proposals head to Gateway with 8.5m housing height limit

Three Lisarow properties are moving into the NSW planning system after Central Coast Council advanced rezoning proposals that include R2 Low Density Residential zoning and an 8.5-metre building height limit at 118 - 159 Macdonalds Road.

The proposals cover 129 The Ridgeway, 231 Macdonalds Road and 118 - 159 Macdonalds Road. The first would rezone parts of 129 The Ridgeway and 231 Macdonalds Road to C4 Environmental Living and C2 Environmental Conservation, apply a one-hectare minimum lot size to the C4 land and restrict future subdivision to community title.

Council also required a site-specific development control plan for the The Ridgeway and 231 Macdonalds Road proposal. It will be prepared and exhibited during the next stages of the process.

At 118 - 159 Macdonalds Road, the proposal would change land currently zoned C4 Environmental Living, C3 Environmental Management and C2 Environmental Conservation to a mix including R2 Low Density Residential and SP2 Infrastructure.

The proposed R2 land would have an 8.5-metre maximum building height. Minimum lot sizes would be 450 square metres, 1,000 square metres and 1,850 square metres in different parts of the R2 land. Minimum lot sizes of 20 hectares would apply to C4 land, while C3 and C2 land would have a 40-hectare minimum.

The proposal also calls for a planning agreement covering environmental conservation outcomes, dedication of the floodway and two stormwater assets to Council. Before submission for a Gateway determination, the zoning layout, concept plan, biodiversity assessment, bushfire report and servicing strategy must be updated. The proposal must also identify how the C2 land will be owned and managed, and keep asset-protection areas within the R2 zone.

The first proposal was carried on Acting Mayor John Mouland’s casting vote after a 7-7 division. Both proposals will be referred to the Minister for Planning and Public Spaces for Gateway consideration, followed by public-authority and community consultation under the Gateway requirements.
