Four-storey shop-top housing approved at 191 Main Road, Toukley
The Central Coast Local Planning Panel approved the development about 200 metres’ walk from Toukley village centre, subject to conditions.
A four-storey shop-top housing development at 191 Main Road, Toukley, has been approved for a site about 200 metres’ walking distance from the village centre.
The Central Coast Local Planning Panel approved the application on 23 July under section 4.16(1) of the Environmental Planning and Assessment Act 1979. The approval is subject to draft conditions attached to the council assessment report.
The proposal involves demolition of a dwelling and construction of a shop-top development in an R3 zone on the fringe of the Toukley town centre.
The panel found the proposal was an appropriate use of the land and had been designed to respect adjoining development and Toukley’s desired future character. It also found the development consistent with the strategic planning framework, which identifies Toukley as an Emerging Priority Centre and Residential Investigation Area.
The assessment said government investment in infrastructure and public-domain improvements would support growth in the local centre, including mixed-use opportunities, higher residential densities and commercial, retail and community uses. It said the proposal addressed that strategic vision and would trigger further investor interest.
The panel also found the proposal addressed the relevant housing design principles and objectives of the Apartment Design Guide and National Construction Code requirements. The council assessment report and submissions were considered as part of the application.
External referral bodies are to be notified of the decision. The application number is inconsistent in the recorded decision: the item heading lists DA/1929/2024, while the decision text lists DA/1969/2024.
The Toukley approval was one of five substantive planning outcomes decided by the panel on 23 July. The other matters covered developments in Terrigal, Point Clare and Point Frederick, and a planning proposal in Somersby. The next Local Planning Panel meeting is scheduled for 20 August 2026.
