Landsdale zebra-crossing request delayed after 7-5 council vote
An 89-signature request for a Kingsway Road crossing was deferred in a 7-5 vote, while a possible 50-metre, $20,000 footpath link remains subject to investigation and future programming.
A 7-5 vote has delayed a decision on a proposed zebra crossing outside Landsdale School of Early Learning, leaving an 89-signature request for safer access across Kingsway Road unresolved until October.
The petition seeks a formal crossing between the early-learning centre and Brockwell Park, where families cross to reach the park and nearby bus stops. Of the 89 signatories, 83 identified as living within the City of Wanneroo district and six could not be identified as City residents.
Wanneroo councillors deferred the item to the October 2026 Ordinary Council Meeting so more information could be provided. The motion that was due for consideration said the crossing should not be supported because the site did not meet the warrant for zebra-crossing linemarking and signage under Main Roads WA’s Application and Technical Guidelines for Pedestrian Crossing Facilities.
The crossing would likely need to be built as a raised “Wombat Crossing” to meet Main Roads WA design requirements. Administration said that work could require drainage and lighting improvements and cost up to $60,000.
Kingsway is classified as a local distributor road and has a built-up-area speed limit of 50km/h. It is used as a public transport route, with bus stops on both sides of the road east and west of the learning centre. The road is 7.2 metres wide, with lanes measuring 3.6 metres in each direction.
The report also identifies a 50-metre gap in the footpath on the southern side of Kingsway, between Bus Stop ID 26008 and the learning-centre access. Completing that link is estimated to cost about $20,000, subject to further investigation and consideration through a future pathways program.
Administration will discuss the crossing and the petitioners’ request for a 40km/h speed limit with Main Roads WA. The October meeting will consider the additional information, including the crossing and possible footpath connection.
