No objections lodged as Jayson Avenue charge scheme heads to April council decision
Nillumbik’s Planning and Consultation Committee has noted no submissions were received on a proposed special charge scheme to seal and upgrade Jayson Avenue in Eltham, with a final declaration report due next month.
A proposed special charge scheme for road sealing and upgrade works on Jayson Avenue in Eltham has moved a step closer, after Nillumbik’s Planning and Consultation Committee was told no submissions or objections were received during the public notice period.
At its 10 March meeting, the committee noted that Council had not received any written responses by the 5 February closing date on the proposal to declare the Jayson Avenue Special Charge Scheme. The public notice had been advertised on 18 December 2025 in The Age and on Council’s website, and letters were sent to property owners with a liability under the scheme.
The committee then requested a further report be presented to the 28 April 2026 Council Meeting to consider formally declaring the scheme.
For affected property owners, the matter is tied to the funding of sealing and upgrade works on Jayson Avenue. The minutes state that owners with a liability under the scheme were notified directly, and the scheme would apply charges to liable properties if it is declared.
The committee resolution also provided for any registered speakers to be heard at the 10 March meeting. The public notice and letters had set out that submissions would be heard at the committee meeting and that any declaration would be considered by Council on 28 April 2026.
The item was carried unanimously at the Greensborough meeting. If Council proceeds at the April meeting, it will decide whether to declare the Jayson Avenue Special Charge Scheme for Eltham.
