Lake Munmorah rezoning advances in 7-6 Central Coast Council vote
Properties at 31 and 41 Kamilaroo Avenue could be rezoned for private recreation and environmental conservation after councillors backed referral to the planning minister.
Central Coast Council has advanced a proposal covering 31 and 41 Kamilaroo Avenue, Lake Munmorah, with councillors voting 7-6 to refer the plan to the Minister for Planning and Public Spaces for a Gateway Determination.
The proposal covers Lot 417 DP 755266 at 31 Kamilaroo Avenue and Lot 416 DP 755266 at 41 Kamilaroo Avenue. It would amend the Central Coast Local Environmental Plan 2022 to rezone the sites to RE2 Private Recreation and C2 Environmental Conservation.
The proposed minimum lot size for the C2 Environmental Conservation land is 40 hectares. The RE2 Private Recreation land would have a mix of four-hectare and 4,000-square-metre minimum lot sizes.
Mayor Lawrie McKinna supported the motion with councillors Kyla Daniels, Doug Eaton OAM, Rachel Stanton, Jared Wright, John McNamara and Trent McWaide. Councillors Kyle MacGregor, Margot Castles, Helen Crowley, Corinne Lamont, Jane Smith and Sharon Walsh voted against it.
Council also endorsed preparation of a site-specific chapter of the Central Coast Development Control Plan 2022. Community and public authority consultation will be carried out in accordance with the requirements of the Gateway Determination.
The referral will be made under sections 3.35(2) and 3.34 of the Environmental Planning and Assessment Act 1979. A Gateway Determination is required before the proposal can proceed through the next stage of the planning process.
The proposal was considered at the council’s ordinary meeting on 26 May 2026. It has advanced as a planning proposal, rather than becoming a final amendment to the local environmental plan.
The rezoning would change the land-use categories and minimum lot sizes applying to the two Lake Munmorah properties. The council’s resolution also provides for a site-specific development control plan chapter and consultation linked to the state planning process.
