Burwood Place basement and parking redesign wins panel support, but final sign-off waits on technical review

Burwood Place’s basement and parking redesign has cleared a key planning hurdle in Burwood, but the project is still waiting on final sign-off after the panel sent the amended plans back for technical review.

The Burwood Local Planning Panel supported a Section 4.55(1A) modification to DA.2021.44 for the mixed-use project at 42 - 60 Railway Parade and part Wynne Avenue. The changes include Basement Level B9, parking allocation amendments and staging changes.

Instead of determining the application itself, the panel delegated the final decision to the Manager Planning and Development so council technical staff can check further amendments to structural walls and waste chute locations.

The panel said the proposal is of minimal environmental impact and remains substantially the same as originally approved. It also said the amendments are internal and below ground, with no material adverse impact on built form, amenity, traffic or surrounding development.

Applicant Eliyah El Khoury, c/o BURWOOD TOWER HOLDINGS PTY LTD, told the panel the changes do not affect the building’s elevations, any external part of the building or the public domain. The panel said the proposal remains consistent with the Burwood Local Environmental Plan and Development Control Plan and is in the public interest.

The support was unanimous, but the application will not be formally determined until the Manager Planning and Development completes the technical review of the amended plans.

The basement changes matter because they affect how Burwood Place is staged and how parking is allocated near Burwood station. The project sits at 42 - 60 Railway Parade and part Wynne Avenue, where the underground works are part of a larger mixed-use redevelopment.

The same meeting also approved a seven-lot subdivision at 23 Weldon Street and 2 Wyatt Street, and alterations and additions to a dwelling at 19 Lindsay Street, showing the panel dealt with several significant local planning matters on the night.
