Randwick City Council
Ordinary Council - 27 Oct 2026
Randwick Council advanced several walking and cycling projects, adopted its 2026–36 Long Term Financial Plan, endorsed planning and community policies, and sought stronger public disclosure of sewage overflow events affecting local beaches.
Topics
- Randwick walking and cycling projects advance to detailed design
Council has approved the next design stage for three major walking and cycling corridors while requiring further work on crossings, traffic impacts and tree loss.
The projects could change how residents travel and how streets, parking, trees and intersections are arranged. - Council demands public real-time warnings for sewage overflows affecting Randwick beaches
A unanimous Council resolution calls for Sydney Water to disclose sewage overflow timing, location and impacts in real time.
The decision responds to reported contamination concerns and could improve public-health warnings for beach users. - Council seeks new aviation-risk modelling for dangerous-goods ships at Port Botany
Randwick will press the State Government for ship-specific aviation hazard analysis at BLB3, including aircraft-crash and dangerous-goods scenarios.
The request concerns safety modelling for shipping operations under an aircraft flight path and near major hazard facilities.
Decisions
- Walking and cycling projects moved to detailed design
Council endorsed the Kingsford to Centennial Park Section 3, Todman Avenue and Anzac Parade walking and cycling projects to proceed to detailed design, subject to technical, safety and community-consultation considerations. Additional investigation was required for the Storey Street and Anzac Parade crossing, the shared path between Storey and Haig streets, pedestrian safety, traffic impacts and ways to reduce tree loss on Anzac Parade.
Residents may see further design work and future construction planning for walking, cycling and pedestrian-safety changes in these corridors. - Long Term Financial Plan 2026–36 adopted
Council adopted the exhibited Long Term Financial Plan 2026–36 without material changes and authorised minor administrative amendments that do not change its financial assumptions or intent.
The plan sets the council’s long-term financial direction and informs future spending, infrastructure and service decisions. - Public exhibition approved for planning-rule changes
Council endorsed a planning proposal to amend Randwick Local Environmental Plan 2012 Schedule 2 to include advertising on bus shelters and minor external security systems and lighting on heritage items and properties in heritage conservation areas. The proposal will be submitted for Gateway Determination and, if approved, publicly exhibited.
Residents will have a further opportunity to comment if the proposal proceeds to public exhibition. - Anzac Parade Heritage Interpretation Strategy endorsed
Council endorsed the Anzac Parade Heritage Interpretation Strategy.
The strategy will guide how heritage stories and places along Anzac Parade are interpreted for the public. - Precinct funding and rules revised for exhibition
Council approved public exhibition for 28 days of revised Precinct Rules and Procedures, revised precinct boundaries and the unchanged Precinct Partnership Agreement. It also endorsed annual funding of $400 per precinct, subject to policy conditions, up to a maximum of $1,200, with reimbursements managed through Council against receipts or invoices.
Precinct groups may receive funding for eligible meeting-related expenses under revised participation and accountability rules. - Public sewage overflow alerts requested
Council unanimously resolved to ask Sydney Water to provide real-time notifications of relevant sewage overflow events affecting waterways that may impact Randwick beaches, including timing, location and potential impacts, and to provide information suitable for Council’s public beach and water-quality dashboard.
Earlier public warnings could help residents and visitors make safer decisions about swimming and water recreation. - Traffic-calming report requested for Sackville Street
Council unanimously requested a report on traffic-calming measures for Sackville Street, Maroubra, between Duncan Street and Marine Parade, including connected streets and traffic counts during busy Maroubra Beach periods.
The report will examine possible safety measures for motorists and pedestrians in a busy beach-access area. - Port Botany shipping aviation-safety assessment requested
Council unanimously resolved to write to the Minister for Planning, Housing and Infrastructure seeking assessment of aviation hazards posed by ships berthed at BLB3 while carrying dangerous goods, including crash-probability, propagation-risk modelling and access to final technical reports for comment.
The request concerns potential safety risks associated with shipping operations and dangerous goods near Port Botany and surrounding communities. - Tree removal approved with replacement and offset planting
Council approved removal of a Council-owned Hill’s Weeping fig at 2B Centennial Avenue, Randwick, replacement planting with a super-advanced Weeping Lilly Pilly, and an additional mature Hill’s Weeping fig planting within Heffron Park.
The decision changes tree cover at the site while requiring replacement and offset planting. - Financial assistance approved for surf clubs
Council waived $7,185 in fees for Coogee Surf Life Saving Club’s Coogee Island Challenge and partially funded $2,500 in Prince Henry Centre hire fees for Maroubra Surf Life Saving Club’s 120th anniversary event.
The assistance supports community and lifesaving organisations and reduces event costs.
Discussion
- Shared e-bike parking rollout
The initial 20-location tranche was estimated at approximately $175,000, excluding ongoing maintenance. Council reported sufficient current budget and expected NSW sharing-scheme grant funding to implement the first 100 designated parking bays.
Residents may see designated e-bike parking infrastructure, signage and related streetscape works as the program progresses. - La Perouse Museum collection audit
Council noted the ongoing collection documentation project at La Perouse Museum.
The project supports improved records and management of publicly held museum collections. - Financial governance and reporting
Council noted the 2025–26 audited financial statements, September 2026 monthly financial and investment reports, councillor disclosure-of-interests returns and Code of Conduct statistics, which were to be referred to the Office of Local Government.
These reports provide transparency about Council finances, investments and governance compliance. - Arboriculture apprenticeship application
Council noted that an application had been submitted under Round 4 of the Fresh Start Program for an arboriculture apprenticeship.
If successful, the application could support local workforce development in tree-care services.
Impacts
- Further design work will occur on walking and cycling improvements in Kingsford, Centennial Park, Todman Avenue and Anzac Parade.
- Public exhibition opportunities are expected for proposed planning-rule changes and revised precinct rules, subject to the relevant processes.

- The adopted Long Term Financial Plan will guide Council’s longer-term financial and service decisions.
- Precinct groups may access annual Council funding subject to eligibility, expenditure and reimbursement requirements.
