Waverley approves $440,752 Bondi Beach planning agreement
Waverley Council has approved a planning agreement for 100-102 Ramsgate Avenue, Bondi Beach, with $440,752 to support outcomes at North Bondi Promenade and Bidjigal Reserve.
Waverley Council has approved a $440,752 planning agreement for 100-102 Ramsgate Avenue, Bondi Beach, and authorised General Manager Emily Scott to execute it.
The Strategic Planning and Development Committee backed the agreement at its 5 May 2026 meeting. The money is to support outcomes at North Bondi Promenade and Bidjigal Reserve, and the committee noted it would support delivery of the Bondi Park, Beach and Pavilion Plan of Management.
The same meeting also sent the Bondi Junction Vision and Master Plan to the May Council meeting for public exhibition, but only after a long list of amendments.
Those changes included adding a reference to The High Line, revising the wording for the civic precinct, and changing references to open space, plazas and pedestrian links. The motion also called for new renders, including Eastern Gateway and Western Gateway images, and for all storey-height ranges to be converted to maximum heights in metres.
The plan was also amended to refer to new facilities under Syd Einfeld Drive, integrated underground basement parking, increased setbacks at ground level to widen Oxford Street Mall, and investigation of integration between the train concourse and the existing Westfield shopping centre.
An amendment from Cr Keri Spooner, seconded by Cr Margaret Merten, sought to add a sentence to the opening foreword saying the Mayor had significantly amended the proposals to better reflect his own ideas. The committee declared that amendment lost before the main motion carried.
Councillors also approved Council’s submission on the draft Statewide Community Participation Plan under the Environmental Planning and Assessment Amendment (Planning System Reforms) Act 2025. Any further submissions on the reforms will come back to Council before lodgement, and officers are to report back once the Act is fully implemented.
At Rose Bay Secondary College, the committee supported a Joint Use Agreement in principle for public access to the playing field, subject to financial and resource impacts. The Mayor was asked to seek an urgent meeting with the Minister for Education, officers are to report back after further talks with the Department of Education, and Council will write to the North Bondi Precinct and North Bondi Residents Action Group about the resolution.
