Alkimos foreshore facilities left open to redesign as plan heads to public advertising

Wanneroo Council has cleared the draft Alkimos Coastal Village Foreshore Management Plan for public advertising, but the final location of facilities in Public Open Space E remains open to further design and community input.

Councillors voted 13-0 to advertise the plan, which sets a framework for coastal management, public access and recreation infrastructure at Alkimos Coastal Village.

The plan must state that the location of facilities associated with Public Open Space E will be determined through the Surf Life Saving Club concept-design and community-engagement processes, in consultation with the City of Wanneroo.

The condition leaves open whether facilities will be grouped around the proposed surf life saving club or spread across the wider foreshore. Administration warned that placing all developer-delivered facilities in the club precinct could overprovide amenities in one area. A more distributed layout would support movement between different parts of the foreshore and provide a more balanced level of service.

The concept plan identifies a proposed surf life saving club, public open space areas, walking connections, a principal shared path and coastal vulnerability lines. Facilities considered for the foreshore include public toilets and showers, picnic shelters, drink fountains, barbecues and associated public-realm infrastructure.

The draft was prepared under State Planning Policy 2.6, which requires a foreshore management plan to guide future planning, development and management before development occurs within a foreshore reserve.

Public advertising will follow the council decision, but the advertising period was not specified. Residents will be able to comment before the final facility locations are settled through the surf club design and engagement processes.

The costs of vegetation clearing, rehabilitation, revegetation, environmental monitoring and other environmental requirements are also not yet known. Those costs will depend on approved designs, further environmental investigations and conditions attached to later development and environmental approvals.
