Wanneroo CEO review referred to Council with pay and allowance recommendations
Bill Parker’s 2025/26 performance review has been referred to Wanneroo Council, alongside recommendations to consider maximum band-one remuneration and a professional development allowance matching councillors.
City of Wanneroo CEO Bill Parker’s 2025/26 performance review has been referred to Council, which will be asked to consider his remuneration and professional development allowance after a unanimous 3-0 recommendation from the Chief Executive Officer Performance Review Committee.
The committee recommended that Council endorse the review report by absolute majority. It also recommended that Council consider increasing Parker’s remuneration to the maximum allowed under the State Administrative Tribunal determination for band-one local governments.
A separate recommendation asks Council to consider increasing the CEO’s professional development allowance to the same level as council members. Neither proposed change has been approved, and no new remuneration figure or allowance amount was recorded.
The review was considered confidentially under section 5.23(2)(b) of the Local Government Act 1995, which covers information relating to an individual’s personal affairs. Detailed performance findings were not made public.
The recommendations followed the committee’s consideration of a Quarter 4 corporate performance report covering the first year of the Council Plan. The report recorded 87 of 94 initiatives, or 92.6 per cent, as on target, being monitored or completed.
Top Capital Projects expenditure totalled $75.1 million against a combined annual budget of $78.1 million, a favourable variance of approximately $3 million.
Projects reported as progressing during Quarter 4 included the Alkimos Aquatic and Recreation Centre, Brazier Road Upgrade, Rotary Park Upgrade and Girrawheen Hub Redevelopment.
Seven Council Plan initiatives were deferred because of funding, strategic planning, systems review or dependency considerations. They included the Wanneroo Sports Hub, CRM implementation project, Property and Rating System replacement and Animal Care Centre project.
Council’s timing for considering the CEO review and proposed benefit changes was not specified. The next Chief Executive Officer Performance Review Committee meeting is scheduled for 6pm on Monday, 16 November 2026.
