Wanneroo committee backs CEO review policy and annual review plan

The City of Wanneroo committee has sent a reviewed CEO performance policy to council and endorsed consultant and timeline arrangements for the annual review, with a 5-0 vote on the confidential item.

The City of Wanneroo’s CEO Performance Review Committee has recommended a reviewed Chief Executive Officer Performance Review Policy for council adoption after meeting at the Civic Centre, 23 Dundebar Road, Wanneroo, on 16 March 2026. It also backed the annual review process for the city’s top executive, including the appointment of an independent consultant and the review timeline, in a confidential decision carried 5-0.

The committee recommended that council adopt the reviewed policy as shown in Attachment 3. In the confidential section, it recommended that council, by absolute majority, appoint Helen Hardcastle of Learning Horizons as the independent consultant to facilitate the Chief Executive Officer Annual Performance Review 2025/2026 and development of the key performance indicators for 2026/2027, and approve the annual review and KPI timeline.

The meeting closed to the public at 6.04pm while items 5.1 and 5.2 were considered under section 5.23(2) of the Local Government Act 1995, on the basis that they related to the personal affairs of an individual. The meeting reopened at 6.15pm, when Cr Miles read aloud the confidential resolutions.

The committee also dealt with the city’s second quarter corporate report and CEO KPI update. A motion to accept the report was amended so the committee would “note” it instead, and that amended motion was carried unanimously before it was forwarded to the March 2026 ordinary council meeting.

The report said 96.8% of council plan initiatives, or 91 of 94, were on target, being monitored or completed at the end of quarter 2. It also said the city had delivered $63.5 million in capital works by the end of December, equal to 43.7% of the revised annual capital works program, while 52.4% of the annual budgets for the city’s top capital projects had been spent by quarter 2.

The committee said the quarterly report would now be brought to council six weeks after the end of the relevant quarter, to reduce delays in reporting. The next CEO Performance Review Committee meeting is scheduled for 6pm on Monday, 4 May 2026, at the Council Chamber in the Civic Centre, 23 Dundebar Road, Wanneroo.

It is the latest formal step in the city’s annual chief executive review cycle, with council due to consider the policy, consultant appointment, timeline and quarterly KPI update at its March meeting.
