Vincent meeting rules scrapped until post-2027 election review

Residents and councillors will operate without the City of Vincent’s Meeting Procedures Policy and Council Proceedings Guidelines while related Governance Framework changes wait until after October 2027.

Published 20 October 2026From the 20 October 2026 meeting1 min read

The City of Vincent has repealed its Meeting Procedures Policy and Council Proceedings Guidelines, leaving council meeting procedures without those two documents until related Governance Framework changes are considered after the October 2027 ordinary local government election.

The repeal was approved on 20 October. The Governance Framework updates are consequential changes arising from the removal of the policy and guidelines, and no earlier review date was specified.

The two documents set out formal arrangements for council proceedings. Their repeal affects the framework used by residents, elected members and council officers when council business is conducted.

No interim replacement policy was identified, and no separate consultation process or more specific date was stated. The broader Governance Framework review is scheduled for after the October 2027 election.

The City has separately adopted its 2027 calendar of monthly Council Briefings and Ordinary Meetings. Those meetings will generally begin at 6pm, giving residents dates on which to follow council business and make submissions.

The meeting-procedure repeal was separate from the amended Council Member Allowances, Fees and Reimbursement of Expenses Policy, which was adopted by absolute majority. An amendment to change the ICT allowance structure was defeated 1 - 6, and Cr Con Poulios opposed the final policy.

The City also adopted an amended Property Management Policy and approved a lease of Halvorsen Hall and Lee Hops Cottage at part of 176 Fitzgerald Street, Perth, to The Artists’ Foundation of Western Australia Limited, trading as Artsource. Those decisions do not change the timing of the Governance Framework review.

For residents and councillors, the next stated review point for the related governance arrangements is after the October 2027 ordinary local government election. Until then, the City’s meeting procedures will operate without the repealed policy and guidelines.
