A North Perth resident has challenged the City of Vincent’s claim that 33 of 60 actions in its Bike Network Plan 2023 - 2028 are complete, saying the available evidence supports only 12.

The resident’s written questions asked how more than 200 actions in the City’s 2013 Bike Plan were completed, carried into the newer plan or discontinued. Administration’s responses are due at the 17 November 2026 Ordinary Council Meeting.

The questions also challenge an August 2026 implementation update that listed 33 of the current plan’s 60 actions as “Completed”. The resident assessed all 60 actions against the evidence in the update and identified support for only 12 of the 33 reported completions.

Four examples were cited. Action 11, which concerns investigating options to improve cycling conditions along Vincent Street, was listed as still underway despite a 2025 due date.

Action 28 concerns investigating a safe crossing of William Street near Raglan Road. The update provided no information about that location or the action’s status, according to the submission.

The submission also questioned whether a concept design on file for an eastbound bike lane along Bulwer Street showed that Action 29 had been delivered. For Action 43, it said the update referred to a request for a safe crossing at one Charles Street location but provided no information about the second.

The questions ask the City to explain the criteria used to classify actions as complete and whether it will review the implementation update and provide an updated assessment of all 60 actions.

They also seek a public account of the 2013 plan’s actions, including which were completed, carried into the 2023 - 2028 plan or discontinued, and the reasons for those decisions.

The responses will clarify which cycling improvements remain planned and how delivery is being tracked. The questions are separate from a petition considered at the same meeting seeking a traffic and safety assessment of the Woodstock Street and Edinboro Street intersection in Mount Hawthorn.
