Toowoomba gallery design advances, but construction approval is still years away

The Toowoomba Regional Art Gallery will remain closed while council advances design work needed to assess a possible reopening. Council has endorsed the Functional Brief, Schematic Design, Design Development and Detailed Design phases, using Concept Options 3 and 4 as the basis for further work.

The project still has no approved construction scope, delivery method or budget. No contractor, tenderer or supplier has been selected for the gallery redevelopment.

Council noted that substantial capital intervention is needed to reopen the gallery. The next design phases will refine the two concept options, validate their costs and reduce project risks before a later construction decision.

That keeps the project in its design and assessment stage rather than moving it into construction procurement. Architects and design consultants may be involved in the further work, but the council has not approved a building package for contractors to price.

For gallery users and Toowoomba’s cultural organisations, the immediate result is continued planning rather than a reopening date. The facility remains closed while council assesses the options, costs and risks.

The design work will need to be completed before council considers the final construction questions: what will be built, how it will be delivered and how much it will cost. The timing of those further phases and any final construction decision was not specified.

Council’s endorsement advances Concept Options 3 and 4 without committing ratepayers to a defined construction project. A later council decision will be required before construction proceeds.
