Shoalhaven land sales and planning changes face community consultation
Sales and planning changes affecting council land in Nowra, Bendalong and Ulladulla will require community consultation, while action on 77 Princess Street, Berry, waits for a related development application.
Shoalhaven City Council has amended a broad council-land disposal program, requiring community consultation before several Nowra, Bendalong and Ulladulla land sales, closures and planning changes proceed. Action on 77 Princess Street, Berry, has also been deferred until a development application for 120 Queen Street is finalised.
The amended resolution allows the sale of operational land for no less than independent market value. The sites include 37 Hyam Street and several Bridge Road properties in Nowra, 3 Schofields Lane, Tannery Road at Cambewarra, and proposed lots at 26 Myrtle Street, Milton.
The proposed sale of 132 Kinghorne Street, Nowra, was deferred until consultation is undertaken. Council also deferred a decision to rescind resolution MIN25.315, dated 17 June 2025, and commence works until the community has been consulted.
Consultation is required before council progresses planning proposals to reclassify or rezone community land at 134 and 136 Kinghorne Street and 102 Plunkett Street in Nowra, 22 Jacaranda Avenue, Bendalong, and 158 Green Street, Ulladulla. Any later sale of those sites is subject to the reclassification or rezoning processes and independent market valuations.
The Berry matter has a separate condition. Council deferred the decision to rescind resolution MIN24.341, dated 24 June 2024, concerning 77 Princess Street until the development application for 120 Queen Street is finalised.
The program also requires a parking and land-planning opportunity analysis for Ulladulla CBD holdings, including council car parks and childcare centres. A cost-benefit analysis will examine the remediation and demolition costs required to divest the former Ulladulla Sewer Treatment site from council’s land register, with a further report to return to council.
The affected properties will not transfer immediately, and the deferred planning matters will not progress before the required consultation. The road-closure processes considered at the same meeting remain subject to statutory advertising and submissions.
