Redland council posts $54.62m July surplus as capital works beat budget
Redland City Council recorded a $54.62 million operating surplus in July, while $4.26 million was spent on capital works, including roads.
Redland City Council recorded a $54.62 million operating surplus in July, $3.4 million better than budget, as capital works spending ran $973,000 ahead of budget in the first month of 2026 - 27.
The council’s cash and investment balance was $308.19 million at 31 July, down from $321.89 million in June. Cash outflows exceeded inflows during the month because payments to suppliers and employees, loan repayments and capital expenditure exceeded receipts from customers.
Council said July was the first reporting period of the new financial year and that the variances were temporary timing variances being monitored through 2026 - 27. Recurrent revenue was slightly above budget, helped by planning and plumbing application fees and investment earnings. Lower water consumption reduced utility revenue.
Recurrent expenditure was below budget, mainly because of lower materials and services costs, including bulk water purchases. Council also made its annual debt service payment of $7.83 million, comprising $4.03 million in principal and $3.80 million in interest.
Capital works expenditure reached $4.26 million, with about 50 per cent of July’s work related to roads. Capital revenue of $1.78 million was below budget, with grant-related revenue and developer-contributed assets dependent on the completion of associated work.
Council had achieved or favourably exceeded targets for six financial sustainability ratios: operating surplus, operating cash, unrestricted cash expense cover, asset consumption, leverage and net financial liabilities. The asset sustainability ratio was below target, with $2.61 million spent on infrastructure renewals against $6.58 million in year-to-date depreciation expense.
The figures remain subject to change because the opening balances for 2026 - 27 had not been finalised or audited. Queensland Audit Office certification was expected in early October 2026, and Council will continue monitoring the results for future budget review submissions.
