City of Hobart approves Brisbane Street housing with conditions on heritage, drainage and parking

The Planning Authority Committee approved 65 Brisbane Street in Hobart for alterations, an extension and 13 multiple dwellings, with conditions covering heritage, stormwater, engineering and bicycle parking.

The City of Hobart’s Planning Authority Committee has approved alterations and an extension to a previously approved project at 65 Brisbane Street, Hobart, along with 13 multiple dwellings, eight approved and five proposed.

The committee adopted the officer recommendation and resolved that the development must be substantially in accordance with the lodged plans. The permit is to be issued subject to conditions.

Those conditions cover heritage protection, landscaping, archaeology, environmental health, stormwater and development engineering. The approval also requires compliance with the Tasmanian Heritage Council and TasWater.

The minutes say the work must protect the Sydney Lodge building and the remnant sandstone wall along the rear north-western boundary during construction, excavation, carparking and landscaping works.

A significant Bhutan cypress at 67 Brisbane Street must also be protected. The conditions require a project arborist and compliance with the recommendations in an arboriculture report.

Stormwater and sediment controls are also required. A soil and water management plan must be prepared and approved before work starts, and sediment and erosion controls must be installed before commencement and kept in place until disturbed areas are stabilised or restored.

The site also carries archaeological conditions. Excavation in areas of high archaeological potential must be supervised by a suitably qualified archaeologist, artefacts of high interpretative value may need to be incorporated into on-site interpretation, and council must be told within three days if new archaeological features are found.

An interpretation and historical information panel must also be submitted and approved before Building Act approval. Copies of the approved panel must be displayed on all boundaries facing the public realm for the length of the archaeological works.

The same meeting also approved partial demolition and alterations at 310 Argyle Street, North Hobart, for a change of use to sports and recreation.

The committee also received and noted the Delegated Decision Report (Planning) and the Planning - Advertised Applications Report. No supplementary items were received, and no interest was indicated in the open portion of the meeting.
