Hobart backs Break O’Day push to review planning regulation

Hobart has backed a Break O’Day Council proposal to review section 11(3) of the Land Use Planning and Approvals Regulations 2024, with the City of Hobart’s delegate to support it at the next Local Government Association of Tasmania General Meeting.

The motion was supported at the council’s 27 July meeting. It puts Hobart behind consideration of a broader planning-regulation issue through the local-government association, but does not alter Hobart’s planning rules or approve a development.

Any change to local planning practice would require further consideration through the association and later regulatory action. No immediate change to development applications, approvals or development controls was made.

The planning motion was separate from council’s planned application for an area-wide 40 km/h speed limit in West Hobart, including Salvator Road. The application is being finalised for submission to the Transport Commissioner, with implementation anticipated before the end of 2026, subject to approval.

Council also resolved to receive and note a petition about traffic flow on Salvator Road and required officers to meet the lead petitioner on site. The West Hobart Local Area Mobility Plan 2025 underpins the proposed speed-limit application.

The planning-regulation motion was one of several matters considered by council. At the same meeting, councillors carried the first two clauses of a motion on dog access at South Hobart Oval but rejected clauses that would have reconsidered the restriction, begun the statutory process for interim access or required a report on permanent options. Dogs remain prohibited at the oval.

A proposed motion seeking temporary financial relief for hospitality and retail businesses, including outdoor dining fee relief and changes to business grants, was withdrawn before it was moved. No new business fee relief or grant changes were approved.
