Reporting from public council minutes. How this article was prepared

Two references to possible security-style fencing will be removed from the Beverley Park Golf Club draft Plan of Management before it is exhibited to the public, under a resolution by Georges River Council on 26 October.

The draft plan is to be exhibited for at least 28 days, with submissions accepted for up to 42 days. The deleted wording referred to upgrading the golf-course perimeter fence to a security-style fence or barrier if necessary, and to a more substantial security-style fence around the course margin while retaining views into the park’s green space.

The resolution does not adopt a final Plan of Management or settle all future boundary treatments. Before exhibition, council must notify the draft to the NSW Department of Planning, Housing and Infrastructure as the representative landowner of part of the land and obtain its consent. Council must also seek written consent to adopt the plan.

Council endorsed proposed land categories of General Community Use, Natural Area-Watercourse and Sportsground and resolved to hold a public hearing under section 40A of the Local Government Act 1993. Council is also to receive a further report on the exhibition results.

Mayor Elise Borg disclosed a non-significant, non-pecuniary interest in the item because she lives in the vicinity of the golf course. The minutes state she would remain in the meeting and take part in the consideration. They record a unanimous vote on the adoption of the committee recommendations that included the Beverley Park item.

What deserves a closer look

ENV044-26 was adopted through the CCL091-26 resolution; it was not merely an unadopted committee recommendation.

The fencing deletions are amendments required before exhibition, not a final decision on every possible future boundary treatment.

The resolution does not adopt the final Plan of Management. It requires owner consent before exhibition and provides for a public hearing, a further report and seeking written consent to adopt the plan.

Questions for follow-up reporting

When will the draft plan be exhibited and when will the public hearing be held?

Will the NSW Department of Planning, Housing and Infrastructure provide the required landowner consent before exhibition?

Will submissions lead to changes to the proposed land categories or management provisions?

What happens next

Notify the draft Plan of Management to the NSW Department of Planning, Housing and Infrastructure and obtain owner consent before public exhibition.

Delete the two specified security-style fencing references before exhibition.

Once owner consent has been obtained and the specified amendments made, exhibit the draft for at least 28 days and accept submissions for up to 42 days.

Hold a public hearing on the proposed land categorisation.

Seek written consent from the NSW Department of Planning, Housing and Infrastructure to adopt the Plan of Management.

Receive a further report on the results of public exhibition.
