Four Central Coast developments refused, including Warnervale childcare centre

The Local Planning Panel rejected proposals for a North Avoca restaurant, a Forresters Beach home modification, a Warnervale childcare centre and North Gosford co-living housing.

Four development proposals will not proceed in their submitted forms after the Central Coast Local Planning Panel refused all four applications considered on 17 September, including a childcare centre at 23-35 Albert Warner Drive, Warnervale.

The other refusals cover a licensed restaurant and cafe at 15/21-23 North Avoca Parade, an amended dwelling, swimming pool, retaining walls and terrace at 1 Yumbool Close, Forresters Beach, and co-living housing with demolition of existing structures at 76 Hills Street, North Gosford.

The Panel considered assessment reports, submissions and other application material, and carried out virtual site inspections before reaching its decisions.

In North Avoca, application DA/2004/2024/A was refused partly because Body Corporate consent had not been provided. The Panel also found the proposal unsatisfactory under the Environmental Planning and Assessment Act 1979, inconsistent with the E1 Local Centre zone objectives and likely to cause unreasonable impacts on residential neighbours. Noise, a car parking shortfall and inadequate information about toilet facilities were also cited.

At 1 Yumbool Close, the Section 4.55 modification to DA/1974/2023/A was found not to have minimal environmental impact and inconsistent with the objectives of the R2 Low Density Residential zone. The reasons included the roof terrace, access staircase, building height and bulk, setback issues, potential noise impacts and a proposed new retaining wall.

The Warnervale childcare proposal was refused over tree and vegetation retention, biodiversity requirements and the RE1 zone’s public open-space and recreation objectives. The Panel also cited concerns about scale, landscaping, privacy, setbacks, noise, traffic, stormwater, sewer, access and waste servicing.

The supplied reasons do not detail the planning concerns behind the North Gosford co-living refusal. External referral bodies are to be notified. Applicants may revise or resubmit their proposals, or pursue available statutory review or appeal options. The next Local Planning Panel meeting is scheduled for 22 October 2026.
