Woollahra panel approves Vaucluse home changes and Scots College upgrades with conditions

A new dwelling and swimming pool at 12 Princes Avenue, Vaucluse, and upgrades at The Scots College in Bellevue Hill have been approved with conditions by the Woollahra Local Planning Panel. Both decisions were carried unanimously, 4 - 0.
The Vaucluse ruling modifies development consent DA495/2021/1 for extensive alterations and additions, including construction of a new dwelling, a rear-yard swimming pool and landscaping. The application is listed as DA495/2021/3.
The added conditions cover lighting and require furniture and landscaping on the roof terrace to remain no higher than the balustrade. Shade structures and similar additions on the roof terrace are prohibited.
The panel said the conditions were intended to minimise the view impact on the neighbour to the rear. It approved the application after considering a site inspection, submissions, late correspondence and a Council officers’ assessment report addressing matters under section 4.15 of the Environmental Planning and Assessment Act 1979.
At 29 - 53 Victoria Road, Bellevue Hill, the panel approved DA91/2026/1 for alterations to The Scots College’s Main Building, including fire upgrades and a reconfigured layout to meet current educational needs. The approval is subject to conditions in Attachment 2.
The panel also accepted the application’s exception to the Woollahra Local Environmental Plan 2014 height-of-buildings standard. It found the requirements under clause 4.6(3) had been demonstrated before granting consent.
The two approvals were among four development applications considered on 2 July. The panel also refused DA87/2026/1 for the extinguishment of the existing strata plan and Torrens title subdivision into two lots at 78 Newcastle Street, Rose Bay, for reasons in the adopted reasons for refusal.
The refusal vote was also 4 - 0. A separate application at the meeting was approved subject to adopted conditions, but its application number, address and approved works are not identified in the available extract.
