Woollahra plans 18 reserve closures and a $10 million spending safeguard

Woollahra Municipal Council has recommended closing 18 internal reserves from 31 October 2026 and creating a $10 million General Working Capital Reserve with strict rules for its use.

The proposal would transfer any remaining balances from the closed reserves to Council’s unrestricted cash. The reserves include funds for capital projects, elections, employee leave entitlements, environmental and infrastructure renewal, financial assistance grant prepayments, information technology, insurance, open space, property, public art and urban forest strategy work.

The new reserve would not be an unrestricted spending pool. Money in it could be used only for expenditure authorised through Council’s adopted budget, a Quarterly Budget Review or a separate Council resolution.

The recommended closures include the Capital Projects Reserve, Election Reserve, Employee Leave Entitlements Reserve, Information Technology Reserve, Insurance Reserve, Kiaora Place Reserve, Loan Reserve, Open Space Projects Reserve, Oxford Street Placemaking Reserve and Property Development Reserve.

The recommendation also covers the General / Other Reserve, Environmental and Infrastructure Renewal Levy Reserve, Financial Assistance Grant Prepayment Reserve, Old Section 94 Reserve, Open Space and Community Facilities Reserve, Property Reserve, Public Art Gallery Reserve and Urban Forest Strategy Reserve.

Woollahra Municipal Council also recommended adopting a revised Restricted Funds Policy and authorised the Chief Financial Officer to make the accounting adjustments required to implement the changes if Council approves the recommendation.

The reserve changes remain a recommendation to Council rather than a final Council decision. The proposed closure date is 31 October 2026, but no individual reserve balances were provided, so the amount that would be transferred to unrestricted cash has not been specified.

The committee’s recommendation was carried without opposition among the 10 councillors recorded as voting. Separately, it recommended Financial Sustainability and Borrowing policies for adoption after four submissions were received during public exhibition from 14 August to 13 September 2026.
