Kiaora Place advertising contract heads to talks with five media operators

Woollahra Council has rejected all tenders for internal advertising at its Double Bay shopping centre and will negotiate with five named operators instead.

Published 28 September 2026From the 28 September 2026 meeting1 min read

Woollahra Council has rejected all tenders for internal advertising at Kiaora Place Shopping Centre in Double Bay and authorised direct negotiations with five media operators, citing the need to achieve the best financial result.

The authorised operators are Cartology Pty Limited, oOh!media, VMO, QMS Media and JCDecaux. The General Manager can negotiate with the vendors and enter a contract with the preferred operator.

Council also resolved not to invite new tenders, stating that a fresh tender process was unlikely to deliver a favourable result in the current market.

The procurement concerns advertising space inside Kiaora Place. No supplier has been appointed through the tender process, and the resolution does not state the value or duration of any eventual contract.

The decision was made under sections 178(1)(b), 178(3)(e), 178(4)(a) and 178(4)(b) of the Local Government (General) Regulation NSW 2021.

Councillors voted unanimously to reject the tenders and pursue negotiations, with 14 votes in favour and none against.

The negotiations will determine which of the five operators becomes the preferred vendor. The General Manager has authority to complete the negotiations and enter the contract on Council’s behalf.

The resolution does not give a timetable for the talks or identify the tender prices received. It also does not disclose when an advertising agreement might be finalised.

The outcome leaves Council seeking a commercial return from Kiaora Place through negotiations rather than immediately awarding the internal advertising contract through the tender process.
