Woollahra backs rules for Strategic and Corporate Committee authority in 13-0 vote

Woollahra Council has adopted the Delegations Framework for its Strategic and Corporate Committee in a unanimous 13-0 vote, subject to an administrative amendment discussed at the 27 July 2026 council meeting.

The framework sets how authority is exercised and decisions are handled through the committee. Council adopted the document as detailed in Attachment 1 to the report, but the resolution did not state what the administrative amendment changed.

Councillors Lucinda Regan and Torsten Merrill moved and seconded the motion. All 13 councillors recorded as voting supported the resolution, with none against.

The framework was one of several local-government administration matters considered by council. Councillors also resolved to ask Mayor Sarah Dixson to write to NSW political leaders about what council described as the “inefficiencies and impracticalities” of changes under the Local Government (General) Amendment (Meetings) Regulation 2026.

Council will also submit a motion raising those concerns at the 2026 Local Government NSW Conference. The political leaders named in the resolution were NSW Premier Chris Minns, NSW Minister for Local Government Ron Hoenig, NSW Opposition Leader and Vaucluse MP Kellie Sloane, Shadow Minister for Local Government and Willoughby MP Tim James, and Sydney MP Alex Greenwich.

The committee framework was adopted without a new spending allocation, project timetable or resident charge being specified in the resolution. No date was set for a further review or return of the framework.

The same meeting also dealt with matters affecting Woollahra residents, including proposed traffic-calming measures at Cranbrook Road and Victoria Road in Bellevue Hill, a 28-day exhibition for the Cecil Street, Paddington to Trumper Park Flood Mitigation Project, and council’s objection to the approved nine-storey, 54-unit development at 2-16 Spencer Street, Rose Bay.

For the Strategic and Corporate Committee, however, the immediate change is the adoption of a framework governing how authority is exercised through that committee, with the administrative amendment to be reflected in the adopted document.
