Published 2 June 2026Meeting 2 June 2026

Waverley Council has extended public exhibition of the draft Bondi Junction Vision and Master Plan to 9 July 2026 after a foreshadowed motion to stop any further extension was lost at its extraordinary meeting at The Boot Factory, Spring Street, Bondi Junction.

The council also voted for extra public material within 10 days. That includes a video explanation of the master plan, summary documentation with FAQs on the planning process, including State Government processes such as the Housing Delivery Authority and the Low and Mid-Rise Housing Policy, an additional community consultation session hosted by the Mayor, and four colour printed copies at Waverley Library.

The push for more detailed information was the focus of the debate. An amendment moved by Cr Paula Masselos and seconded by Cr Ludovico Fabiano, which would have required 3D modelling, shadow diagrams and uplift detail for a range of precincts, was lost.

The minutes list the amendment as seeking extra material for mixed-use high-rise, mixed-use mid-rise shop-top housing, residential high-rise apartments, residential mid-rise apartments and heritage conservation areas. It also referred to uplift areas at 100 metres, 85 metres, 75 metres, 62 metres, 54 metres, 43 metres, 36 metres, 30 metres and 17 metres.

A later foreshadowed motion by Cr Katherine Westwood and seconded by Cr Stephenson, which would have stopped the exhibition period from increasing further, was also lost. That foreshadowed motion then became the substantive motion and was carried after Cr Stephenson accepted a new clause 5.

The final resolution noted that the Bondi Junction Vision had already been endorsed for a 28-day public exhibition in October 2025 and then unanimously endorsed in December 2025. It also noted the council had already increased the exhibition for the Bondi Junction Vision and Master Plan to five weeks, endorsed by nine of the 12 councillors, and that the total exhibited period for the master plan will be nine weeks.

Council also altered the order of business so registered members of the public could address all items on the extraordinary agenda.

Later, the meeting moved into closed session and approved a confidential submission to the Royal Commission on Antisemitism and Social Cohesion. The General Manager, Mayor and Deputy Mayor were authorised to finalise it before the deadline.
