Wanneroo committee accepts CEO purchasing exemptions covering 10 procurements
The City of Wanneroo’s Audit, Risk and Improvement Committee accepted a register of Chief Executive Officer purchasing exemptions, including software, risk review, waste vouchers and a resident reporting app.
The City of Wanneroo’s Audit, Risk and Improvement Committee has accepted a list of 10 purchasing exemptions approved by the Chief Executive Officer under the city’s policy, covering procurements valued below $250,000 excluding GST.
At its 30 March meeting in the Council Chamber at the Civic Centre in Wanneroo, the committee considered item 4.2 on Chief Executive Officer exemption approvals under section 5.7.2 of the city’s Purchasing Policy. The motion to accept the exemptions was carried 6-1, with Cr Rowe voting against and the other six recorded members voting in favour.
The report said the policy allows the CEO to approve certain purchases without a competitive process where the total value does not exceed $250,000 excluding GST, provided the CEO and one other director approve the procurement in writing and details are recorded in an annual register. The committee was told this reporting is required when the CEO uses that exemption provision.
The approvals listed in the minutes covered the period from 2 August 2025 to 6 March 2026. They included Content Manager technical support and consultancy services from WyldLynx Pty Ltd for $60,200, a Culture Amp subscription extension for $106,137.40, operational risk review work from Wilk Advisory for $36,000, and a Snap Send Solve mobile app service for residents to report community issues for $117,540.
Other approved purchases listed were the Data Drives Decisions Project through Local Government Professionals Australia WA for $45,000, a plants giveaway program through the Wildflower Society of Western Australia Incorporated for $42,000, Human Resources and Payroll managed support from Technology One for $47,374.40, hire of a 2T tray truck with crane from Fleetspec for $40,500, waste self service vouchers from AMCS Australia Pty Ltd for $23,520, and mentoring support services from Source Business Partners for $25,500.
For residents, the item does not change the purchasing policy itself, but it gives public visibility over a set of purchases made using the CEO exemption pathway. Some of the listed services relate directly to community-facing functions, including the Snap Send Solve reporting app, waste self service vouchers and the Wannagrow plants for residents giveaway.
