City of Vincent councillors have backed amended conditions for the car wash and detailing business at 496 Charles Street, North Perth, tightening the rules around access, onsite waste handling, stormwater discharge and signage.
The revised approval keeps the existing driveway access only. It also restricts activity within the “Work Free Zone” to moving vehicles between the waiting bays, wash bays and final touch-up bays. No vehicles, goods or materials can be parked or stored in that area.
The development is capped at six working station bays, made up of two wash bays and four final touch-up bays. Before the additional wash bay is used, the applicant must provide a roof plan showing the location of the proposed exhaust fans, and the city must approve it.
The use must also operate in accordance with the approved site and floor plan dated 29 August 2024 and 1 August 2025, and with the environmental assessment by ND Engineering dated 11 December 2025. The council also added a condition tied to that assessment requiring the two hand spray nozzles to be electronically interlocked with the proposed system.
The amendment sits on top of the original approval granted on 18 October 2022, with the earlier conditions, requirements and advice notes continuing to apply unless specifically changed. The site at 496 Charles Street is in North Perth, with Charles Street itself listed in the planning package as part of the affected area.
For nearby residents and road users, the tighter wording gives clearer limits on how the site operates and what can be stored there. For the applicant, it clarifies the conditions that now govern the business at the Charles Street property.
