Toowoomba keeps 5% prompt-payment discount on selected rates and charges

Eligible Toowoomba ratepayers will keep a 5% discount on selected charges if they pay within 33 days, while eligible pensioners will also receive a $70 annual rebate on water infrastructure charges.

Toowoomba Regional Council has kept a 5% prompt-payment discount on selected charges for 2026/27, with the saving available on differential general rates, sewerage utility charges and water infrastructure charges if bills are paid within 33 days and other conditions are met.

The discount is not applied across the board. It is limited to eligible categories and to those three charge types, giving on-time payers a direct saving on part of their rates notice.

Council also confirmed a $70.00 per annum rebate of the water infrastructure charge for eligible pensioners with access to any Toowoomba Regional Council water supply.

The rebate adds a fixed concession for older residents connected to council water services across the Toowoomba Region.

The prompt-payment discount sits within a wider 2026/27 rating package that also includes differential general rates, sewerage utility charges, water utility charges, waste management charges and associated levies.

Council set the total change in rates and utility charges budgeted to be levied for 2026/27 at 7.34% compared with 2025/26, excluding discounts and rebates.

It also imposed a Public Transport Levy of $43.58 per rateable assessment and a Rural Fire Equipment Levy of $35.00 on rateable land that also attracts a Class E Emergency Management Levy.

Council additionally levied $432,760.70 on Grand Central Shopping Centre for library related activities under a special charge agreement with QIC Limited.

For households, businesses and pensioners, the immediate effect is straightforward: eligible ratepayers can claim the discount by paying on time, and eligible pensioners can claim the annual water rebate when the charge applies.
