Glenvale’s 67.88-hectare housing pathway approved, with water capacity still to be resolved
The 67.88-hectare site at 300 and 390 Drayton Wellcamp Road can proceed to later residential planning applications, but water capacity and infrastructure servicing remain unresolved.
Toowoomba Regional Council has approved a preliminary planning variation for 67.88 hectares at 300 and 390 Drayton Wellcamp Road, Glenvale, creating a framework for possible future residential development while leaving water capacity and other infrastructure issues for later applications.
Application MCUI/2025/7307 does not authorise homes to be built immediately. It allows the land to be assessed broadly against the Low-medium Density Residential Zone through later development permits and subdivision applications.
The site comprises Lot 4 RP225271 and Lot 13 SP346983 and is currently zoned Emerging Community. It fronts Drayton Wellcamp Road, with an unnamed watercourse running through the property. Approved and emerging residential development is to the north, rural residential land is to the south and rural land is to the west.
Future applications will need to address subdivision design, road access, drainage, parks, wastewater, infrastructure servicing and local amenity. Water-supply capacity was identified as a key constraint, so the preliminary approval does not guarantee that housing can proceed.
The variation area covers the entire site. A proposed Drayton-Wellcamp Road Variation Scheme Document would guide land use and built form, support residential development and allow smaller supporting non-residential uses. It would also reduce the assessment level for several accommodation activities, including multiple dwellings, relocatable home parks, residential care facilities, retirement facilities, rooming accommodation and short-term accommodation, from impact to code assessment.
Traffic noise and proposed acoustic barriers along Drayton Wellcamp Road were considered, including impacts on nearby Laura Court.
Property Projects Australia representative James Juhasz addressed the committee on the application. Submitter Neil S. Thompson also appeared.
The next stage will involve applications for development permits and subdivision. Those applications will test whether the site can be adequately serviced and how its roads, drainage, parks, wastewater and amenity impacts will be managed.
