Parking penalties of up to $464 remain on hold as Toowoomba review is deferred again
Proposed increases for disabled-space, loading-zone and other parking offences will not be finalised after the committee sent the law back to a future Council meeting.
Toowoomba drivers, businesses and visitors will wait longer for a decision on parking penalties, including a proposed rise from $309 to $464 for parking in a disabled space.
The Environment and Community Committee deferred the proposed Parking (Amendment) Subordinate Local Law (No. 1) 2024 to a future Council meeting. The proposal also included updating references from 2024 to 2026, revising maps for off-street regulated parking areas and adopting a consolidated version of Subordinate Local Law No. 5 (Parking) 2011.
Under the proposal, failing to pay would have attracted a $100 penalty instead of $61. The penalty for overstaying in a space would have risen from $77 to $100, while parking in a loading zone would have increased from $77 to $123.
The proposed penalty for parking in a no-stopping zone was $123, unchanged from the current amount.
The map changes included the Mothercraft Lane and Chalk Drive carparks. One of two properly made submissions during the 2024 consultation said those areas appeared ambiguous. The report said they needed to be identified as off-street carparks so Council could enforce parking restrictions there.
Both submissions supported increased penalties. The consultation notice was published in The Chronicle on 15 June 2024, and the consultation period closed on 19 July 2024.
The matter had already been deferred at a 15 October 2024 Council meeting while Council reviewed its carpark strategy and held further workshops on a Compliance and Enforcement Policy. The report said those reviews and workshops had been completed before the latest consideration.
The committee did not specify a date for the next meeting. The proposed parking amendments and consolidated law will not be finalised through this process until Council considers the matter again.
