Residents near 36 Cliffbrook Parade, Clovelly, face a refused co-living proposal after the Randwick Local Planning Panel unanimously rejected DA/26/2026, citing unresolved problems with motorcycle parking, loading, waste collection, servicing and amenity.

The panel found the application did not provide adequate motorcycle parking and was incompatible with Randwick Development Control Plan 2013 controls covering recycling and waste management, transport, traffic, parking and access. It also raised concerns about building separation, visual privacy and acoustic conditions linked to the adjacent classified road.

The proposal failed to provide adequate canopy tree coverage and did not demonstrate design excellence. The panel identified departures from controls covering landscaping, private and communal open space, setbacks, building design and parking access.

It also recorded concerns about floor-to-ceiling heights, view loss from Level 1 rumpus and study areas, and the proposed removal of a tree on adjoining land without written owner consent. The panel said neighbouring properties were highly susceptible to impacts from likely redevelopment of the site.

WaterNSW advised that it intended to refuse an approval required under the Water Management Act 2000. The applicant also had not provided adequate information to establish the applicable affordable housing monetary contribution levy or community infrastructure contributions.

The panel found the proposal was not in the public interest because of its significant and numerous non-compliances and adverse impacts on the locality. The unanimous refusal followed oral and written submissions from objectors and the applicant.
