Heritage, noise and fireplace rules added to Randwick approvals

Conditions at Belmore Road and Mears Avenue protect heritage features, while Pitt Street alterations must use recycled or matching brickwork.

A Sonoma bakery at 48-60 Belmore Road, alterations to a heritage terrace at 4 Mears Avenue and residential works at 12 Pitt Street have been approved with conditions covering heritage character, noise, ventilation and building design.

The Randwick Local Planning Panel approved the Belmore Road bakery and food-and-drink premises, including a new shopfront, signage and awning changes. The business can operate seven days a week, from 6am to 10pm, subject to conditions covering heritage conservation, acoustic performance, mechanical ventilation and operations.

The tenancy is in the Randwick Junction Heritage Conservation Area. The panel said the shopfront, signage and awning works were sympathetic to the heritage significance of the heritage item and conservation area, and would reactivate an existing vacant commercial tenancy.

At 4 Mears Avenue, the panel approved alterations and additions to an existing terrace identified as a heritage item and located within a heritage conservation area. Conditions require the retained fireplace and adjacent false walls to align with the chimney breast. Solid-fuel burning in the retained fireplace is prohibited.

The panel also approved alterations and additions at 12 Pitt Street, including new balconies, privacy screens, doors and windows, fencing, landscaping and changes to the existing strata subdivision. It accepted a variation to the building-height standard in Clause 4.3 of the Randwick Local Environmental Plan 2012.

A further condition requires balcony and terrace edges to use recycled bricks from the building or matching bricks. Column faces must use recycled bricks or bricks matching the darker brick trim on the principal elevation. Details must be provided with the construction certificate.

The panel said the brickwork condition would integrate the additions with the existing building and complement the street character. The four development applications considered were carried unanimously.
