Randwick panel backs Burke Street subdivision and Beach Street changes
Randwick Local Planning Panel approved a Torrens title subdivision at 4-4A Burke Street, Chifley, and major modifications to 37 Beach Street, Clovelly, at its 12 February meeting.
Randwick Local Planning Panel approved two development applications on 12 February 2026, backing a Torrens title subdivision at 4-4A Burke Street, Chifley, and a major modification to an approved development at 37 Beach Street, Clovelly.
At Burke Street, the panel granted consent for DA/1192/2025 for a Torrens title subdivision of an attached dual occupancy to create two Torrens title lots and semi-detached dwellings.
The panel accepted the applicant’s written request to vary the minimum subdivision lot size standard in clause 4.1 of the Randwick Local Environmental Plan 2012. It found compliance with the standard was unreasonable or unnecessary in the circumstances and that there were sufficient environmental planning grounds to justify the variation.
The panel said the proposal was consistent with the objectives of the RLEP 2012 and the Randwick Development Control Plan 2013, and with the specific objectives of the R2 Low Density Residential zone. It said the proposal would provide for housing needs, would not change the approved built form and would not worsen housing affordability.
The Burke Street proposal was also found to have a scale and design that were unchanged, suitable for the location and compatible with the desired future character of the locality.
At 37 Beach Street, Clovelly, the panel approved DA/138/2025/B under section 4.55 of the Environmental Planning and Assessment Act 1979 to modify the existing consent.
The approved changes cover the fire stair, basement, parking, internal layouts, window sizes and locations, first-floor rear balcony extension, new skylights, first-floor front façade, hydrant booster re-location, tree management plan, driveway extension to the lower level and extension of the side awning.
The panel also amended Condition 1 so the development must be carried out in accordance with the listed stamped plans and supporting documents. It amended Condition 2 to require the architectural drawings to be changed before a construction certificate is issued.
Those changes include a continuous 2700mm ceiling height in the second-floor living, dining and kitchen area, a mansard-style roof form on the southern elevation, and laundry facilities reintroduced in the empty space directly south of the lift area on the first-floor plan.
The panel said the modified Clovelly development would be substantially the same as the previously approved project and would not cause significant adverse environmental impacts on the amenity and character of the locality.
