Orange council backs two Carwoola Drive subdivisions and rejects Perc Griffith Way recreation plan

Orange City Council approved two residential subdivisions on Carwoola Drive, backed a third subdivision for regional panel review, and opposed a major recreation facility proposal at 32 Perc Griffith Way.

Orange City Council’s Planning & Development Policy Committee has approved two residential subdivisions at Carwoola Drive and voted to oppose a major recreation facility proposal at 32 Perc Griffith Way, following its 7 April meeting.

The committee consented to DA 362/2008(2) for a 14-lot residential subdivision at Lot 6 DP 715252 and Lot 2 DP 1286606, 16 Carwoola Drive, Orange. It also consented to DA 421/2015(4) for a 12-lot residential subdivision at Lot 5 DP 715252 and Lot 1 DP 1286606, 20 Carwoola Drive. Both approvals were subject to the attached conditions of consent.

Councillors with declared interests in the Carwoola Drive matters left the room and took no part in the decisions. Cr F Kinghorne declared a significant pecuniary interest because her family owns the properties. Cr G Judge declared a significant pecuniary interest because he lives nearby.

The committee also dealt with DA 298/2025(1) for land at 3 Redmond Place, 154 Lone Pine Avenue and 5255 Mitchell Highway. It noted the assessment report and made a submission supporting the proposed residential subdivision to the Western Regional Planning Panel.

The most contested item was DA464/2025(1) for 32 Perc Griffith Way. The committee agreed to hear the matter in seriatim before voting on the final position.

It then resolved to make a submission not supporting the application for a major recreation facility, demolition of existing buildings and tree removal. The minutes say the committee opposed the proposal because of concerns about consistency with the Orange Local Environment Plan 2011, likely negative social and economic impacts, site suitability, issues raised in submissions and the public interest.

An earlier amendment to make no submission was lost. A separate amendment to support the application with conditions covering traffic, environmental impacts and amenity was also lost.

The final vote on the motion to oppose the Perc Griffith Way proposal was carried 5-4. Cr M McDonell, Cr D Mallard, Cr G Power, Cr M Ruddy and Cr J Stedman voted for it. Cr T Mileto, Cr K Duffy, Cr G Judge and Cr J Whitton voted against it.

The Carwoola Drive approvals add 26 residential lots. The Redmond Place, Lone Pine Avenue and Mitchell Highway proposal now goes to the Western Regional Planning Panel with council support, while the Perc Griffith Way file goes forward with council opposition.
