Orange City Council has approved sewer main decommissioning and sewer connection relocations at 13 private properties on Churchill Avenue in Orange. The unanimous decision, made at the council’s ordinary meeting on 2 June 2026, covers homes between 40 and 64 Churchill Avenue.

Council resolved to proceed under section 67(2) of the Local Government Act 1993 (NSW). The minutes do not give a construction timetable, but the resolution clears the way for the sewer works to proceed on the strip of properties.

The Churchill Avenue item sat alongside a night of broader infrastructure, governance and sports precinct decisions. Councillors also backed a process for wider community consultation on the John Davis Stadium lighting proposal within 30 days where practicable.

That consultation will include a survey and comparative information on the adopted lighting proposal and a staged alternative. Council also wants costs, funding sources and longer-term budget implications set out before it makes a final call on the preferred lighting model.

The meeting also dealt with Orange Airport. Councillors deferred consideration of an instrument landing system proposal to the next Airport Community Committee meeting, after debating whether the airport should investigate the technology for poor weather landings.

In other business, council acknowledged an update on community automated external defibrillators and placed Strategic Policy ST62, Investigation & Enforcement, on public exhibition for at least 28 days.

The council also returned to its 2021 Model Code of Meeting Practice after rescinding the version adopted in December 2025, following advice from the Office of Local Government dated 28 May 2026. Councillors asked for a further report on optional changes for a revised code.

Churchill Avenue was one of several named local sites on the agenda, alongside John Davis Stadium, Orange Airport and the Orange Sports Precinct. For residents on Churchill Avenue, the sewer resolution is the most immediate local impact from the public part of the meeting.
