68-action plan sets Nillumbik’s work program for 2026-27
Residents now have a clearer view of what Nillumbik Shire Council plans to deliver next year, with a 68-action program backing the second year of its 2025-2029 council plan.
Nillumbik Shire Council has adopted its Annual Action Plan for 2026-27, putting a 68-item work program behind the second year of the Council Plan 2025-2029.
The plan sits alongside the council’s 2026-27 budget and rates decisions, and it sets out the policy, planning, services and capital works actions councillors want delivered over the year ahead.
Council said the plan was developed through the annual budget process and contains 68 key actions supporting second-year delivery of the council plan.
At the same meeting, councillors adopted the 2026-27 annual budget under the Local Government Act 2020 after considering submissions. Council said it intends to raise $85,348,959 through general rates and the annual service charge, including $68,909,373 from general rates and $16,439,586 from the annual service charge.
Council also declared a Waste Management Charge for 2026-27. Service options range from $567.09 to $1,275.95 per service, with a separate elderly persons and disability unit charge of $177.22.
For households and property owners, the action plan is the public guide to what council wants to deliver across the year, from service levels to works and project delivery.
The budget also backs a number of named projects now moving ahead, including the Diamond Creek Men’s Shed redevelopment, the Susan Street Oval irrigation and drainage upgrade and the Hurstbridge Men’s Shed variation.
Diamond Creek is also in focus through Planning Scheme Amendment C144nill, which councillors adopted with changes before authorising it to be sent to the Minister for Planning.
Council said its Strategic Resource Plan was reviewed and updated, and that it can maintain a balanced budget within the rate cap if the plan’s assumptions are met.
The council said the chief financial officer will levy and recover the rates and annual service charge during 2026-27, while officers will submit the amended Diamond Creek planning scheme to the minister. The annual action plan will then guide delivery through the year.
