Liverpool approves Technology One contract for new ERP system
An extraordinary council meeting backed the software contract 6-4 and kept detailed submission material confidential for commercial reasons.
Liverpool City Council has approved a contract with Technology One Limited for a new Enterprise Resource Planning system at an extraordinary meeting focused on a single confidential procurement item.
The 28 March meeting approved the contract under NSW Buy Scheme 0020 (ICT Services), using section 55(3)(g) of the Local Government Act 1993. Councillors also authorised the Chief Executive Officer, or a delegate, to execute the documents needed to put the contract into effect.
While the detailed report and submission information were considered in confidence, the council resolved to make the decision itself public. The minutes state the confidential material will remain withheld under section 10A(2)(d)(i) of the Act because it contains commercial information that could prejudice the supplier's position if disclosed.
For residents, the change is an internal one rather than a suburb-specific project or service announcement. The minutes do not identify any direct changes to front-line services, but the system relates to council's back-office operations and administration.
The vote was not unanimous. The motion carried 6 votes to 4, with Mayor Ned Mannoun, Deputy Mayor Harle, Clr Adjei, Clr Ammoun, Clr Harte and Clr Macnaught voting in favour. Clr Ibrahim, Clr Karnib, Clr Monaghan and Clr Ristevski voted against.
The next step is for the CEO or delegate to complete the contract documentation. The council's decision is public, but the minutes indicate the detailed submission material will remain confidential on commercial grounds.
