Liverpool City Council has endorsed in principle two planning proposals for 495 Fourth Avenue, Austral, and 330-350 Eighth Avenue, Austral, to allow indoor recreation facilities, and approved execution of the Edmondson Park Precincts 3, 5 and 9 planning agreement.

The decisions were taken at the council’s ordinary meeting on 25 March 2026.

The Austral proposals are for sites in the western growth area. Both are subject to Gateway determination and public exhibition before returning to council.

The Edmondson Park planning agreement covers Precincts 3, 5 and 9. Council approved execution of the agreement at the same meeting.

Mayor Ned Mannoun and councillor Ammoun declared non-pecuniary, less than significant interests in the Austral items and left the chamber for those discussions.

The mayor said his children go to school across the road from the 495 Fourth Avenue site and that he is a member of the Sydney Western City Planning Panel. Councillor Ammoun is also a member of the panel.

The meeting also saw council adopt the revised Draft Woodward Park Design Masterplan, defer the Ireland Park Masterplan for further consultation, and back a report on delayed East Leppington infrastructure, including Leppington Park, East Leppington green space and Camden Valley Way traffic signals.

Elsewhere, councillors endorsed a draft Memorials Policy with added safeguards, approved $30,000 in community grants, and resolved to place a Park and Infrastructure Delivery Committee charter on public consultation.

The Austral sites are now a step closer to the next stage of the planning process. If Gateway approval is given, the proposals will be publicly exhibited before a further report comes back to council.

For Edmondson Park, the council has signed off on the agreement so it can be executed.
