Wahroonga alterations approved with height variation at Illoura Avenue home
The Ku-ring-gai Local Planning Panel unanimously approved alterations and additions at 16 Illoura Avenue, subject to conditions and a five-year commencement deadline.
Alterations and additions at 16 Illoura Avenue, Wahroonga, have been approved unanimously, with the Ku-ring-gai Local Planning Panel accepting a Clause 4.6 variation to the maximum building-height standard in the Ku-ring-gai Local Environmental Plan 2015.
The panel found the request met the requirements of Clause 4.6. It also found that strict compliance with the height standard was unreasonable or unnecessary in the circumstances and that sufficient environmental planning grounds supported the variation.
Development consent was granted under section 4.16 of the Environment Planning and Assessment Act 1979. It is subject to conditions in the Development Assessment Report.
The panel said the proposed alterations and additions were in the public interest and agreed with the recommendation in the council’s assessment report and its recommended consent conditions.
One submission was received after the application was notified under Ku-ring-gai Council’s Community Participation Plan. The submission was considered as part of the determination.
The consent will lapse if the approved works do not physically commence within five years of the date of the Notice of Determination. Any work at the property must comply with the consent conditions.
The Wahroonga approval was one of three residential development applications determined by the panel. Consent was refused for demolition of existing structures and construction of a residential flat building with basement car parking, landscaping and associated works at 5 - 7 Duff Street, Turramurra. Ten submissions were considered.
The panel also refused a proposal for demolition, 16 townhouses and Torrens and strata title subdivision at 14 - 18 Richard Road, St Ives. Thirty-six submissions were considered for that application. Its recorded decision date was 17 August 2026, although it was included in the panel’s 21 September proceedings.
The panel also adopted a revised Code of Meeting Practice for future Ku-ring-gai Local Planning Panel proceedings. That decision was unanimous and took effect on 21 September 2026.
