Ku-ring-gai panel refuses four developments in Pymble, Killara, Lindfield and Roseville
Ku-ring-gai Local Planning Panel unanimously refused four development applications on 16 February, including a rooftop tennis court proposal in Pymble and a multi-dwelling project in Killara.
Ku-ring-gai Council’s Local Planning Panel unanimously refused four development applications at its 16 February meeting, rejecting proposals at 5-7 Lonsdale Avenue in Pymble, 2 Forsyth Street in Killara, 15 Frances Street in Lindfield and 40 Roseville Avenue in Roseville.
At 5-7 Lonsdale Avenue, Pymble, the panel refused consent for a detached car parking and storage structure with a rooftop tennis court behind an existing dwelling. It was not satisfied the requested variations to the Height of Buildings and Floor Space Ratio controls under Clause 4.6 met the requirements of Clause 4.6(3). The panel also said strict compliance with the standards was not unreasonable or unnecessary, and that there were not enough environmental planning grounds to justify the variation.
The panel also rejected a bid to demolish the existing building at 2 Forsyth Street, Killara and build a multi-dwelling housing development with basement car parking. That refusal was unanimous. The panel said it concurred with the recommendation and reasons in Council’s Development Assessment Report.
At 15 Frances Street, Lindfield, the panel refused demolition of existing structures, a detached dual occupancy, civil and landscaping works and Torrens title subdivision. That application was also refused unanimously. The minutes record 18 public submissions for the Lindfield proposal, the highest number of the four matters considered.
The fourth refusal was for 40 Roseville Avenue, Roseville, where the application sought boundary adjustment, demolition of a patio, tree removal and landscaping works. The panel refused consent unanimously and included an advisory note for any Section 8.3 Review.
That note says any review application should include more information on the internal room arrangements within the dwelling and whether any changes have been made to the internal rooms from the original layout.
Public notification submissions were considered for all four proposals. There were three submissions for the Pymble application, nine for Killara, 18 for Lindfield and 11 for Roseville.
The panel adopted Council assessment report reasons for refusal in each case. No approval was granted for any of the four sites.
