City of Hobart approves works at 2 Carriage Drive, Queens Domain
The Planning Authority Committee approved partial demolition, a new outbuilding and a partial change of use to Sports and Recreation at 2 Carriage Drive, with a permit to be issued subject to conditions.
The City of Hobart’s Planning Authority Committee approved works at 2 Carriage Drive, Queens Domain, at its 25 March meeting. The application covers partial demolition, a new outbuilding described in the minutes as a shed, and a partial change of use to Sports and Recreation.
The committee adopted the officer recommendation and resolved that a permit be issued subject to conditions. The application is under the Tasmanian Planning Scheme - Hobart.
Those conditions include compliance with TasWater requirements, environmental controls for construction vehicles and machinery, erosion and sediment control before any site disturbance, protection of council assets and stormwater disposal to a lawful point of discharge.
The permit also requires the use and development to be substantially in accordance with the final planning documents for PLN-HOB-2026-0023 at 2 CARRIAGE DR QUEENS DOMAIN TAS 7000.
The environmental conditions are detailed. Construction vehicles, machinery and equipment brought in from off-site must be cleaned of soil and vegetation before entering the property. Vehicles and machinery must use existing paths and road accesses and are not permitted in the public reserve unless written permission is given by the Director Infrastructure and Assets.
The stormwater condition says all stormwater from the proposed development, including roofed areas, ag drains and impervious surfaces such as driveways and paved areas, must be drained to a lawful point of discharge to the public stormwater system or an approved on-site disposal system with sufficient capacity before occupancy or commencement of use, whichever occurs first.
The committee also requires any damage to council infrastructure caused by the permit work to be met by the owner or repaired and reinstated by the owner to the council’s satisfaction. A photographic record of nearby council infrastructure must be provided before work starts.
At the same meeting, the committee heard from applicant John Shepard on item 7.1.1 at Unit 2, 526 Sandy Bay Road, Sandy Bay, before approving that separate application.
The open portion of the meeting also received and noted a delegated decision report and a planning advertised applications report. The committee then resolved by majority to close the meeting to the public for closed agenda items, including minutes, supplementary items, conflicts of interest and questions without notice.
