Georges River panel grants Royal Hotel consent with tighter controls
Georges River Local Planning Panel approved alterations and additions to the Royal Hotel in Carlton, but changed signage, management and contribution conditions for the heritage site.
Georges River Local Planning Panel has granted development consent for alterations and additions to the Royal Hotel at 314-318 Railway Parade and 1 Jubilee Avenue, Carlton, after tightening several conditions on the proposal. The decision was unanimous at the panel’s 4 June meeting.
The panel approved DA2026/0025 for the hotel, then deleted conditions 45 and 79 and amended condition 44. The revised signage condition removes the parking sign on the western elevation, requires the Crown logo sign to be repositioned at least 2.0 metres from the edge of the return to the front elevation, and bans illumination of that sign.
It also requires the signage to be fixed with minimal points and limited to mortar joints. Amended plans showing compliance must be submitted before a construction certificate is issued.
The panel added a revised Plan of Management requirement before occupation. That plan must be submitted to the principal certifier and reviewed by a suitably qualified planner so it is consistent with the consent conditions and any operational requirements.
A further condition says the premises must operate at all times in accordance with the approved Plan of Management. If there is any inconsistency, the consent conditions prevail.
The panel also inserted a housing and productivity contribution condition. The minutes list a base component of $2,492.48, a transport project component of $0, and a total housing and productivity contribution of $2,492.48. The payment is to be made through the NSW Planning Portal before the first construction certificate is issued.
The hotel matter was one of three planning decisions the panel made the same day. It refused DA2026/0004 for alterations and additions to a residential flat building at 18-20 Peake Parade and 2 Pearce Avenue, Peakhurst.
It also overturned Council’s refusal of REV2026/0012 at 16 Peake Parade, Peakhurst, and granted consent for demolition, an attached two-storey dual occupancy, swimming pools, landscaping, site works and subdivision.
The panel inspected the Carlton site and nearby locality before deciding the matter. No speakers registered for the item.
For Carlton, the approval allows works at the Royal Hotel to proceed, but with tighter controls on how the heritage building presents to the street and how it is managed. It also carries the added contribution condition before construction begins.
