Central Coast developers face 28-day review of proposed infrastructure contributions plan

The draft Section 7.12 plan would establish how future development contributes to local infrastructure across the Central Coast.

Developers, residents, planners and contractors will have at least 28 days to comment on a proposed Central Coast plan covering contributions to local infrastructure.

The Environment and Planning Committee recommended public exhibition of the draft Central Coast Section 7.12 Local Infrastructure Contributions Plan 2026 at its 6 October 2026 meeting.

The plan would establish a framework for how future development contributes to local infrastructure across the Central Coast. It has not taken effect, and the committee did not specify when the exhibition will begin or how submissions will be made.

Council is also developing a Growth Infrastructure Program to prioritise spending from local infrastructure contributions on key local infrastructure. No project list or funding amount was specified.

The exhibition period will run for at least 28 days, giving residents and industry an opportunity to review the proposal and comment before further consideration by Central Coast Council.

The committee also recommended that Council adopt the Environmental Planning and Assessment Act Works in Kind Policy and Environmental Planning and Assessment Act Works in Kind Guideline.

The committee noted that only minor and administrative amendments had been made to the Works in Kind documents and that the policy intent was unchanged. The policy will guide how development-related works are handled under planning agreements and infrastructure contribution arrangements.

Other planning matters considered on 6 October included a public exhibition recommendation for the Draft Central Coast Lagoons Coastal Management Program. The committee deferred the Gosford High Speed Rail Station item and the AI and digital planning technologies item to 3 November 2026.

A public engagement workshop on the draft Local Strategic Planning Statement is scheduled for 2pm to 4pm at the 4 November 2026 committee meeting. A further report on consultation outcomes and finalisation of the draft statement is due on 1 December 2026.
