Waverley opens Bondi Junction master plan to public comment

Waverley Council has put the draft Bondi Junction Vision and Master Plan on exhibition for five weeks, with public information sessions, a precinct briefing and a follow-up report due after the exhibition.

Waverley Council has voted to put the draft Bondi Junction Vision and Master Plan on public exhibition for five weeks after a lengthy debate at its meeting on Tuesday, 19 May, at the Boot Factory in Bondi Junction.

The council also backed public information sessions, a precinct briefing within 14 days and a copy of the draft plan in the Waverley Library foyer. A follow-up report will come back after the exhibition period.

The Bondi Junction plan was considered alongside a separate motion on the Housing Delivery Authority. Council noted that NSW planning changes now allow expression of interest applications for state-significant development only, with no concurrent rezoning, in areas where a local master plan has been finalised.

Councillors said the Bondi Junction Master Plan is the preferred strategic framework for housing and employment growth in the centre. The minutes also note that seven Housing Delivery Authority expressions of interest have already been declared state significant development in Waverley, covering about 1,769 dwellings.

Council approved the scope, methodology, timeline and estimated cost of a Bondi Road Public Domain Improvement and Placemaking Study. An external consultant is to be appointed by the end of July 2026, with a final report to follow the study.

In Bronte, council approved Virgil Lane as a 10 km/h shared zone. The minutes also note waste management and plan-of-management approvals for the nearby development.

Council said officers will work with residents and the business operator on Virgil Lane issues after the change is implemented.

Elsewhere in the meeting, council also awarded $65,786 under the Small Grants Program 2025-26 Round 2, endorsed the 2026-27 program of high impact events, and decided to implement Citizen of the Year awards to be presented on Australia Day each year.
