Wanneroo waste committee backs rebate program for reusable items and home composting

A City of Wanneroo advisory committee has backed a proposed Sustainable Rebate Program for inclusion in the 2026/27 Budget, opening the way for possible rebates on a range of household waste-reduction items and services.

The Waste Avoidance and Resource Recovery Advisory Committee supported the proposal at its 23 March meeting in Wanneroo, as recorded in the public minutes. The proposed program covers modern cloth nappies, reusable sanitary items, reusable incontinence underwear, repair services and home composting systems.

For residents, the program could provide financial help to switch to reusable products, choose repairs over disposal, or start composting at home, if it is ultimately adopted through the budget process. The minutes do not set out rebate amounts or a start date.

The same meeting also heard updates on the City’s longer-term waste planning. Administration said a community-facing Waste Infrastructure Plan 2025-2045 document had been prepared to summarise the Talis report and would be updated to reflect Council’s recent resolution on the Neerabup Resource Recovery Precinct.

That updated infrastructure plan is expected to go back to Council for adoption, with a recommendation to begin site selection for a northern community recycling centre. The minutes say the document also outlines other key and supporting waste infrastructure and is intended to guide future capital investment in the City’s waste infrastructure portfolio.

Administration also told the committee the City’s Strategic Waste Plan was being timed to align with the updated State Waste Strategy. A draft was expected to go to the committee’s next meeting on 11 May 2026 for feedback, with formal endorsement to be sought by the end of 2026 at the latest.

The committee’s support does not by itself put the rebate program in place. The next step is consideration through the 2026/27 Budget process, while the infrastructure plan will be revised and presented to Council separately.
