Vincent backs 52-home Charles Street project, with conditions for state planners

The City of Vincent will tell the WA Planning Commission it supports a 52-dwelling proposal in North Perth, but only if a list of planning issues is addressed before any approval or through conditions.

A 52-dwelling development proposed for Charles Street in North Perth has won conditional backing from the City of Vincent, which will now make a submission to the Western Australian Planning Commission.

At its 3 March briefing, the council agreed to support the application for 407A-D and 409 Charles Street, subject to all listed planning issues being addressed before the state determines the proposal or through approval conditions. The project is being assessed as a Part 11B significant development application through the state process.

The City's submission sets out several issues it wants resolved. These include a better upper-level transition to neighbouring lower-density homes on the western side, more car parking or stronger evidence to justify the shortfall, more detail about the proposed social housing model if that material is being relied on in the planning case, and further justification for removing a mature central tree or changes to retain it.

Vincent also wants confirmation that a related application for works in Planning Control Area 167 is approved, so that land can be counted as part of the development site for density assessment purposes under Local Planning Scheme No. 2.

For nearby residents, the practical issues raised by the council centre on how the building meets adjoining homes, how parking demand would be managed, and what effect the design and operation could have on amenity along Charles Street and surrounding residential properties.

The minutes also note that consultation and final assessment for significant development applications are handled through the State Development Assessment Unit, which prepares a report for the WA Planning Commission. Community submissions on the Charles Street proposal go through that state pathway rather than being determined solely by the City.

If the WA Planning Commission is minded to approve the project, Vincent has also provided a set of recommended conditions and advice notes for consideration as part of the state decision.
